City of Lacey Hires Assistant City Manager

Today, City Manager Scott Spence announced the appointment of Shannon Kelley-Fong as the City of Lacey’s Assistant City Manager. The appointment follows a comprehensive recruitment and competitive selection process to fill this new position within Lacey’s government. Kelley-Fong will begin her official duties February 1.

“The Assistant City Manager will provide vital support and assistance to the Lacey organization,” said Spence. “Shannon possess the background and skillset to be successful in this new role with the City of Lacey. She will be a great addition to our team.”

Since 2017, Shannon worked in the City Manager’s Office for the City of Lakewood, Washington. While in Lakewood, she served as the assistant to the city manager, and most recently held the position of senior policy analyst. Prior to Lakewood, Shannon worked for the Thurston County Planning Department.

Kelley-Fong has a Master of Science Degree in Urban Studies from the University of Wisconsin and a Bachelor of Arts Degree in History from the University of Washington. She is a member of the International City/County Management Association and the Washington City/County Management Association.

The Lacey Assistant City Manager is as a key member of the Executive Team and reports directly to the City Manager. This position oversees Public Affairs, the City Clerk’s Office, and serves as the liaison to Animal Services, a multi-jurisdiction agency providing shelter and enforcement services to the region. Responsibilities include city communications, legislative priorities, customer service support, and overall budget oversight of approximately $3.3 million.
